The big clue here is that the windows have no glass. This rules out Scotland and my pre-guess is wrong again. There are only two reasons that the windows are open to the world. One is that the place is in the tropics and most guessers seem to go with that. The other reason is that the windows used to have glass but the glass was broken. I’ll go with that one and guess downtown Detroit.
